The Supreme Court of Justice (SCJ) has rejected the request submitted by lawyer Vadim Banaru, on behalf of Ilan Shor, to transfer the case regarding his unjustified assets from the Chișinău Court of Appeal (Centru) to another court of the same level. Thus, the case will continue to be examined by the Court of Appeal in Chișinău. In November 2024, the National Integrity Authority (ANI) identified a discrepancy of nearly 11 million lei between the assets acquired and the income earned by Ilan Shor and his family members during the time he served as mayor of Orhei. The case was referred to court for the purpose of ordering the confiscation of the unjustified assets. Having taken refuge in Moscow, Shor filed a parallel lawsuit through his lawyers, requesting the annulment of the ANI’s findings.
According to the contested report, in about five months of 2015—the year when Shor was elected mayor of Orhei and became subject to asset declaration obligations—there was an obvious discrepancy of 6,449,706.81 lei between the property acquired and the income earned by him and his family.
Furthermore, for the period between August 1, 2016, and November 2, 2022, the ANI found a substantial discrepancy of 4,381,084.46 lei between the assets acquired, the income earned, and the expenditures made by Ilan Shor and his family, also noting the unjustified nature of holding such assets.
The ANI explains that a “substantial discrepancy” means a difference exceeding 20 average monthly salaries in the economy between the assets acquired and the income obtained by the declarant and their family members, spouse, or partner during the period they held public office or a position of public dignity.
After the publication of the ANI’s findings, Ilan Shor expressed disagreement, claiming the institution was being used “as a club against inconvenient politicians.”He has also taken legal action against the ANI through his lawyers.
