The Chișinău Court of Appeal has rejected as inadmissible the request for revision submitted by LLC Prosport Invest SRL, the company holding the usage rights for a 1.1-hectare plot at Dinamo Stadium. The company requested the transfer of the case in which the Central Sports Club Dinamo is seeking the annulment of the contract concluded in 2015. Simultaneously, the firm is in litigation with the Anti-Corruption Prosecutor's Office to lift the seizure on the 11 buildings it managed to construct and register in its name. This measure was imposed in the context of a criminal investigation initiated on reasonable suspicion of abuse of office during the signing of the contract. Anticorupție.md revealed that the land could indefinitely end up in the company’s possession at a derisory price. Meanwhile, several control institutions highlight a potential risk of alienation of public property, which would result in a loss of 58 million lei to the state treasury.

Prosport Invest is a company that was practically born overnight. It was founded on November 18, 2015, and 23 days later, it signed the lease contract. The LLC belongs to businessman Viorel Bodiu, a former football player and close associate of the ex-director of the Dinamo club, Arcadie Bostan, who countersigned the transaction on behalf of the Ministry of Internal Affairs. From the start of the contract until 2019, Prosport Invest LLC built 11 buildings on the leased land and subsequently submitted several requests that raise questions about the true purpose of this project and possible hidden interests.

Immediately after completing the constructions, Prosport Invest requested a positive opinion from the Public Property Agency for the feasibility study to determine the land area required for the technological process related to private property for subsequent sale-purchase. This request was denied, but it clearly shows the LLC’s attempts to seize the land.

A year later, in 2020, despite the lease contract's provisions not indicating that ownership of the constructed buildings could be transferred to the LLC, Prosport Invest obtained this right through registration in the Real Estate Registry. The private property right was recognized for 11 properties, making the land's fate uncertain and the owner more challenging to remove from the location after investing tens of millions of lei.

The General Prosecutor’s Office commented to Anticorupție.md that there are reasonable suspicions of exceeding office duties, and the case is at the criminal investigation stage. Moreover, a judge ordered a seizure on the property.

Simultaneously, the Dinamo sports club requested in court the annulment of the lease contract and the removal of entries from the Real Estate Register.

On the other hand, lawyer Iuliana Pascal, representing Prosport Invest's interests in court, stated that the contract was for land that was derelict, and her client, as president of the Minifootball Federation, Viorel Bodiu, built a sports complex from his own resources "for his personal satisfaction" and because, being a former athlete, he wanted to develop minifootball.
