The Supreme Court of Justice (CSJ) has postponed the examination of the appeal filed by Nicolae Juravschi, the president of the National Olympic Committee (CNOS), in the legal dispute with the National Integrity Authority (ANI). This examination has been rescheduled for December 6. ANI has accused Juravschi of violating the legal regime of incompatibilities. In 2016, the Center for Investigative Journalism (CIJM) reported that Nicolae Juravschi and his wife, Lucia Juravschi, are the founders of several companies, some of which had their headquarters in the CNOS building. Additionally, in 2016, Antioruptie.md revealed the involvement of Nicolae Juravschi and six other liberal-democratic deputies in a scandal related to the position of prime minister, which was initially sought by the Democratic Party leader, Vlad Plahotniuc, and later went to Pavel Filip.

In November 2020, the National Integrity Authority (ANI) found that the former Democratic Party deputy, Nicolae Juravschi, had allegedly violated the legal regime of incompatibilities. During the period from 2010 to 2019, he simultaneously held the position of deputy and the role of president of the National Olympic and Sports Committee of Moldova (CNOS). However, Nicolae Juravschi explained that he did not receive a salary from CNOS during the reference period, a situation deemed irrelevant by the integrity inspector.

As a result, ANI decided to deprive Nicolae Juravschi of the right to hold a public office and public dignity, except for electoral mandates, for a period of three years from the date when the finding became final, or, respectively, when the court decision became final and irrevocable, and was registered in the State Register of persons prohibited from holding a public office or public dignity.

Integrity inspector Olga Vizitiu clarified that the absence or presence of a salary is not relevant in demonstrating the holding of a remunerated position.

"It is essential to establish whether the person is engaged in an activity that involves remuneration and creates a situation of incompatibility," as stated in the findings document.

Disagreeing with the findings, Nicolae Juravschi filed an action in the administrative litigation procedure against ANI on November 13, 2020, aiming to cancel the findings. The first-instance court ruled in favor of Juravschi, a decision contested by ANI at the Chisinau Court of Appeal, which considered the merits of the solution to be unfounded.

According to the Constitution of the Republic of Moldova, a deputy's position is incompatible with holding any other remunerated role, except for teaching and scientific activities. Similarly, according to the Law on the Status of Deputies in the Parliament, a deputy's mandate is incompatible with holding any other remunerated position, including positions granted by foreign states or international organizations, with the exception of teaching and scientific activities conducted outside the schedule established by the Parliament Regulation.

Nicolae Juravschi has led the National Olympic and Sports Committee since March 2001. He was re-elected in 2004, 2008, 2012, 2016, and 2021, the last time amidst a scandal involving his opponent.
