Prosecutor Vladimir Adam, rejected by the Court he aspires to join

The Supreme Court of Justice (SCJ) ruled that prosecutor Vladimir Adam’s appeal against the Vetting Commission was unfounded. The prosecutor, who aspires to become a judge at the SCJ, challenged the Commission’s decision to fail him in the evaluation process.

On January 30, the Supreme Court of Justice also dismissed a recusal request submitted by judge Diana Stănilă. As grounds for her recusal, Stănilă stated that, in the past, Vladimir Adam, who was serving as the acting chief prosecutor of the Judicial-Criminal Section of the General Prosecutor's Office, had filed a complaint against her, alleging disciplinary misconduct. However, the panel of judges concluded that "this does not indicate circumstances that could cast doubt on the impartiality of Supreme Court judge Diana Stănilă, as the mere existence of a disciplinary complaint is not, in itself, sufficient to conclude that the judge is biased."

Vladimir Adam’s hearing took place on September 17, 2024. During the hearing, integrity-related issues were discussed, including:

- Unjustified wealth for several years within the evaluation period: 2014, 2015, 2017, and 2020–2022;

- Failure to declare to the National Integrity Authority (ANI) certain bank accounts with balances exceeding 15 monthly salaries, ownership rights, as well as income from the sale of a land plot;

- Failure to declare a loan;

- Failure to declare the termination of employment relationships and accusations of inappropriate behavior;

- Discrepancy between the contractual purchase price of a car and the amount declared to ANI.

The prosecutor disagrees with the Vetting Commission’s findings.
