The Chisinau Court of Appeal has rejected the request from "Prosport Invest," the company holding the lease rights for a portion of land within the Dinamo sports club's territory, to lift the seizure imposed by the prosecutors. Anticorupție.md exposed how, through a lease contract that raised suspicions, this land could potentially be retained by the company indefinitely. Several oversight institutions expressed concerns about the potential risk of alienating a public asset, which could result in a loss of 58 million lei to the state treasury.

The company had submitted a summons to the Anticorruption Prosecutor's Office after a seizure was applied to the immovable property built on the land, as ordered by the investigating judge. However, the initial court had rejected this request back in March.

"Prosport Invest" is a company that seemingly appeared out of nowhere. It was established on November 18, 2015, and just 23 days later, it signed the lease contract. This SRL (limited liability company) is owned by Viorel Bodiu, a former football player, and a close associate of the former director of the Dinamo club, Arcadie Bostan, who co-signed the transaction on behalf of the Ministry of the Interior. From the time the contract came into effect until 2019, "Prosport Invest" constructed 11 buildings on the leased land. Subsequently, the company submitted multiple requests that raised questions about the true purpose of this project and potential hidden interests.

Immediately after the construction was completed, "Prosport Invest" requested from the Public Property Agency the issuance of a favorable opinion for creating a feasibility study to determine the land area required for the technological process related to private real estate for subsequent sale-purchase. Although this request was denied, it highlighted the company's apparent attempts to claim the land.

In 2020, a year later, "Prosport Invest" managed to obtain the right of private ownership for the 11 real estates, despite the lease contract's provisions not indicating that ownership of the constructed buildings could be transferred to the company. This complicated the fate of the land on which these structures were built, making it more challenging to evict the owner after an investment of tens of millions of lei.

The General Prosecutor's Office commented to Anticorupție.md that there were reasonable suspicions of exceeding official duties, and the case is currently at the stage of criminal investigation. Meanwhile, the real estate remained under seizure, as ordered by the investigating judge.

Concurrently, the sports club "Dinamo" took its case to court, seeking the annulment of the lease contract and the removal of entries from the Real Estate Register.

On the other hand, lawyer Iuliana Pascal, representing "Prosport Invest" in court, contended that the contract was intended for land that was in disrepair. She argued that her client, Viorel Bodiu, who is also the president of the Mini-Football Federation, invested personal resources in building a sports complex "for his personal satisfaction" and to promote the development of mini-football.
