CEC published financial reports on party donors, following a notification by Anticoruptie.md. The information is still partially limited

The Central Electoral Commission published on Wednesday,  26 December evening  the financial reports on party donors and electoral candidates that disappeared after the website's interface was changed. This happened after the Anticoruptie.md portal reported that after the site relaunch, there was no information about the party donors and the electoral contestants. The CEC still continues to limit some of the information about parties' donors.

The new version of the website of the Central Electoral Commission was carried out within the project "Enhancing democracy in Moldova through inclusive and transparent elections" implemented by UNDP Moldova with the financial support of the United States Agency for International Development (USAID), the British Embassy in Chisinau through the Good Governance Fund and the Netherlands Embassy through the Matra Program.

Eva Bounegru, project manager at UNDP, said: "UNDP offered support for developing the new version of the official page of the Central Election Commission in order to provide an interface with structured information, with an improved mechanism of navigation and search of information that significantly reduces request processing time and ensures high accuracy of finding documents and / or published information. UNDP also provided exhaustive migration of information and data from the old page to the new one, with over 140,000 migrated documents. The previous version of the webpage did not meet modern technological rigors or user accessibility for people with different types of disabilities. Thus, a new concept was developed to allow the implementation of a dynamic solution with easy configuration tools of the interface and is also accessible on different devices (PC, laptop, tablet, smartphone). Once the new version of the official cec.md page was developed, it was handed over to the beneficiary who is directly responsible for the complete migration, adjustment, completion and updating of the information", said Eva Bounegru.

The financial reports of political parties and electoral candidates lack information about the donours’ workplace and date of birth. This, is spite of the fact that the CEC was obliged to release this information, in a trial initiated in 2016 by the Center for Investigative Journalism. In 2017, the CEC was obliged by the Chisinau Court to grant access to the subscription lists submitted by the initiative groups for candidates’ registration for the position of President of the Republic of Moldova, as well as to the financial reports of those enrolled in the electoral race, indicating the data on donors’ workplace. The judgment of the court remained final, but the CEC did not comply with the court decision.

"The court also notes that since the candidates for the position of President of the Republic of Moldova agreed to run for a public office and since they were included in the electoral lists, they have also given their consent to make public data about them. Citizens must know who they vote for. It is presumed that they also agreed to provide the information requested by the applicant", reads the grounded decision.

We remind that the CEC limited access to information on party donors and electoral candidates after, in 2010, 2014 and 2015, the team of the Center for Investigative Journalism revealed  in  some investigations the link between party donors and public procurement, connections between businessmen and political parties or that unemployed, retired, low-income public servants make generous donations, of thousands of lei  to certain political parties.
