Impact of an investigation by CIJM: ANI issued findings against two prosecutors of PCCOCS

Two prosecutors from the Prosecutor's Office for Combating Organized Crime and Special Cases risk being prosecuted for false statements, after the National Integrity Authority (ANI) found that prosecutors violated the legal regime of declaring their wealth and personal interests. It is about Sergiu Roșu and Taras Patraman. The controls were started based on the investigation of the Center of Investigative Journalism from Moldova titled „Small donations and properties: How do the prosecutors from PCCOCS handle it".

In the case of prosecutor Sergiu Roșu, the integrity inspectors found that he “failed to declare the income obtained in 2016, amounting to 10 thousand lei from the sale of a Volvo 850 car. In 2018, he did not declare an income in the amount of EUR 400, obtained in the form of a bank transfer from an individual from the UK. In 2017, the prosecutor also contracted a financial loan in the amount of about 10 thousand lei, from a credit company from Moldova, which he failed to declare.

Among the findings, the integrity inspector also established that the subject included erroneous data about other incomes, obtained by his wife from the activity of providing services based on patent”, reads a press release issued by ANI.

In the case of Taras Patraman, the integrity inspectors found that in the declarations of assets and personal interests submitted for 2017 and 2018, the prosecutor included incomplete data. Following the control, discrepancies were established in declaring the value of a Volkswagen Golf car, which Patraman purchased in July 2017.

With regard to both prosecutors, the integrity inspectors submitted complaints to the General Prosecutor's Office for the examination of cases in terms of false statements. Moreover, in the case of Sergiu Roșu, a request was sent to the State Fiscal Service for initiating a fiscal control over his wife's activity, due to the presence of reasonable suspicions regarding the violation of the fiscal legislation.

We remind that the Center for Investigative Journalism in Moldova wrote in February 2020 that the prosecutor Sergiu Roșu managed to buy two cars for 20 thousand lei. The man of law reported a Mercedes Vito truck, 2003, purchased in 2015 for 10 thousand lei. Sergiu Roșu spent another 10 thousand lei in 2016 for a Volkswagen Touareg car, 2005. Also, journalists wrote that the only property reported by Taras Patraman is a Volkswagen Golf, 2009, which the accuser purchased in 2017  with 10 thousand lei. The prosecutor did not declare real estate.
