Investigative journalists join forces. The Regional Forum of Investigative Journalists, second edition

Investigative journalists from more than seven countries joined forces in Chișinău. On June 3–4, the Center for Investigative Journalism from Moldova (CIJM) is hosting the second edition of the Investigative Journalists’ Forum—an event that serves as a platform for professionals from Moldova and abroad. The forum highlights both the challenges faced by the profession and the tools and models through which journalists can drive positive change in their societies, at a time marked by historic controversies. Together, we aim to take investigative journalism to a new level by promoting excellence, engagement, courage, and freedom of expression. The event is supported by International Media Support and the Soros Foundation Moldova.

The first day of the forum gathered over 100 participants and 40 internationally recognized moderators and speakers. Together, they will address the challenges faced by the journalistic community and explore ways journalists can influence societal change.

The program includes 11 sessions and 5 workshops covering investigative journalism, its challenges, impact, and how to generate responses from authorities regarding issues raised in investigations. Discussions will also focus on journalistic solidarity, the value and impact of cross-border projects, the strength of professional networks, and the importance of civic engagement by journalists amid Russia’s hybrid war, which is affecting all of Europe.

In his opening remarks, Søren Jensen, the Ambassador of Denmark to Moldova, emphasized the role of investigative journalism in building a resilient society based on democratic values:

“Investigative journalism is a true guardian of public trust. A critical and free press remains the most effective tool against corruption and misconduct. Politicians should fear the press more than the police because a well-documented journalistic investigation can end a political career. In today’s climate of disinformation and hybrid warfare, investigative journalists are on the front line in defending democracy. Undermining them and eroding trust in the media are dangerous trends. It’s a paradox: the greater the pressure on journalists, the more critical and resilient they must be. Investigative journalism doesn’t just expose the dark sides—it creates real societal impact. That’s why we must ensure a safe environment for this form of journalism to provide accurate and trustworthy information.”

Máté Csicsai, Deputy Head of the EU Delegation to Moldova, expressed his support for journalists who contribute to their countries' development through investigations:

“I admire investigative journalists for their solidarity. Their efforts made a crucial difference during the presidential elections by ensuring the public received accurate information. Intimidation of journalists is a serious issue—no one has the right to threaten or restrict them from doing their job. There’s also the economic pressure: media outlets are struggling to survive, and donors are gradually withdrawing. That’s why your work matters more than ever. You stand tall when others bow. In these challenging times, the EU will continue to support investigative journalism, recognizing its vital role in protecting democracy and the rule of law.”

Gohar Khodjayan, representing International Media Support (IMS), the main funder of the event, reaffirmed the organization's commitment to supporting investigative journalism:

“We live in difficult times, marked by political issues and aggressive disinformation campaigns, where truth is increasingly rare and often denied outright. In this context, investigative journalists remain the voices of the silenced—those who bring light to darkness. You ask uncomfortable questions exactly when you’re told to stay quiet. This forum is not just about sharing best practices, but also about building strong alliances. Now is the time to seriously consider how we can protect journalists in a world where doing honest and brave work is becoming harder.”

Liliana Nicolaescu-Onofrei, Chair of the Media Committee in the Moldovan Parliament, also addressed the participants:

“Journalist training matters, and the academic presence at this forum is crucial. When young people start their careers, you are the ones who can guide them. We’re working on several legislative projects, including one focused on journalist safety. We hope that the clinics and discussions at this forum will generate ideas and proposals. When reporting on corruption or illegalities, journalism must not be selective. You can count on our support.”

The event will also feature the Awards for Excellence in Investigative Journalism. An international jury has evaluated over 35 entries, and the winners will be announced during a festive ceremony on the forum’s first day. The Soros Foundation Moldova funded the awards.

Oleg Khomenok, a renowned investigative journalist and international expert, and one of the project coordinators, outlined the forum’s main themes:

“We have three key objectives. First, we aim to learn from each other—through focused panels, skill-sharing sessions, and discussions on AI and new technologies. Second, we want to promote networking—this event includes representatives from seven countries and offers a chance to build valuable contacts. Third, we are developing cross-border partnerships that can lead to impactful journalism projects.”

Cornelia Cozonac, President of the CIJM, thanked the donors and partners who made it possible to bring together journalists from Moldova, Romania, Ukraine, Georgia, Armenia, Bulgaria, and Kyrgyzstan:

“By organizing this forum, we want to elevate investigative journalism and celebrate excellence. For two days, Moldovan journalists will have the chance to interact with peers and experts from the region, discuss the specific aspects of investigative work, exchange data and good practices. We will encourage idea sharing and cross-border collaboration, including the formation of joint teams to work on common topics.”

The second edition of the Investigative Journalists’ Forum is held on June 3–4 in Chișinău. Designed as a unique platform for industry professionals, it brings together performance and experience exchange. This year, the forum is regional, gathering investigative journalists from countries around the Black Sea.

For the first time, the Excellence in Investigative Journalism Contest will be launched, where an international jury will reward professionalism and excellence in the fields of TV, radio, print, online platforms, and cross-border journalism.

Also new this year, participants have access to cybersecurity experts who, upon request, will inspect their computers and offer advice on digital security. Throughout the forum, CIJM’s legal advisor is providing assistance regarding journalists’ rights and access to public information.
