The Government has initiated the expropriation process on the site of the former Republican Stadium, in order to begin construction of the new headquarters of the United States Embassy in the Republic of Moldova. The Public Property Agency (APP) will be the institution responsible for determining the compensation amounts for the owners of buildings located on the site, after the U.S. government made its first transfer in April this year, amounting to €3.2 million, to pay the expropriated parties, as stipulated in the signed intergovernmental agreement.
The U.S. will pay a total of €18 million for the acquisition of the Republican Stadium, located at 12 Tighina Street. The new U.S. Embassy headquarters in the Republic of Moldova is to be built on the 5.2-hectare plot. The government has approved the draft ratification of an agreement to this effect, signed between the Republic of Moldova and the United States. According to initial evaluations made in 2022, the market value of the former Republican Stadium land was estimated at between €20 and €45 million.
On April 21, 2022, the Moldovan Government approved the draft Memorandum of Understanding between the Government of the Republic of Moldova and the United States of America. The document stipulated that the Public Property Agency would be responsible for determining the land’s value by hiring a certified appraiser. One week after the government approved the decision, the United States and Moldova signed the Memorandum, thus initiating the procedure for the sale of the former Republican Stadium site.
In July 2021, the Constitutional Court of the Republic of Moldova (CC) issued a decision confirming that the Republican Stadium in central Chișinău would remain the property of the U.S. Embassy in Chișinău, the site where the new embassy headquarters is to be constructed.
The CC judges rejected a challenge from Socialist MPs Grigore Novac, Vasile Bolea, and Alexandr Suhodolski, who had contested the legality of transferring the Republican Stadium land to the U.S. Embassy in Chișinău.
On December 3, 2020, the parliamentary majority in Chișinău — composed of the Party of Socialists led by Igor Dodon and the now-unconstitutional Shor Party, led by fugitive oligarch Ilan Shor — adopted a law that aimed to return the land of the former Republican Stadium to state ownership.
