Prosecution seeks other three million lei to launch the E-Case Informational System

General Prosecutor’s Office seeks 3 million lei to launch the E-case informational system (E-Case). The program, that has been worked out for more than 2 years and for which was spent about 124,000 dollars, would help prosecutors better manage criminal files, provide accurate and operative information about crimes and people who committed them.  

"The program is  currently being adjusted to  modules  of other databases and bringing telecommunication networks to international standards of cyber security.   Other sum of 3 million lei is necessary to this effect. The Prosecution takes necessary actions both for identifying funding sources and program launch", writes a reply for Anticoruptie.md portal signed by Vyacheslav Soltan, chief of Department of Information Technologies of the  General Prosecutor’s office.

Prosecution started the creation and implementation of the platform in early 2014. This project is one of the objectives of the Justice Sector Reform Strategy for 2013-2015. According to prosecutors, the "Register for forensic and criminological information" will contain all information about the situation in combating crime and corruption in the country, complaints about crime, people who have committed and punishments. Also, the system would consist of modules of systems of other central public authorities - Ministry of Interior, National Anti-corruption Center and Ministry of Justice. The system would ensure data protection and duplication exclusion and will be accessible to employees of prosecution, criminal prosecution and judges. Civil servants and civil society representatives will be able to visualize and analyze the statistics generated by the system.

Working group to develop E-case system was created in March 2014 and the technical works of programming the platform were performed by Estonian company Andmevara, that was selected based on a tender organized by the United Nations Development Programme (UNDP). After the platform was tested in October 2014 and following several round-tables with participation of institutions involved in the project, it was decided to extend the deadline for system implementation by the end of 2016.

According to prosecution, the program had already passed testing as a pilot project, and some of the equipment for its functioning has been purchased. Subsequently, the equipment will be installed in every prosecution in the country. So far, E- Case information system costs about 124,000 dollars, money provided by EU.

"Though the soft and the nomenclature of information for implementing the management system of criminal cases (E-Case) were issued, we failed to implement it. In addition to legislative constraints and regulations, we found a number of technical problems and insufficient resources (security software, experts in IT, specialists responsible for providing data entry etc.)", said Corneliu Gurin in an interview for Bizlaw.md.
