Minister of Justice and former director of the Civil Aviation Authority are in the attention of the National Integrity Commission, following an investigation on Anticoruptie.md

National Integrity Commission (NIC) initiated Thursday, June 30, searches on Vladimir Cebotari, Justice Minister and Mircea Maleca ex-director of the Civil Aviation Authority. Employees of CNI will investigate on their full property statement for 2015 and conflicts of interest admitted in their activity.

Searches were started following an investigation on Anticoruptie.md  that revealed that Mircea Maleca  and Vladimir Cebotari are business partners  in the new airline Fly One. The officers of the National Anticorruption Center have recently asked the National Integrity Commission to speak up about a potential conflict of interests of the former head of the Civil Aviation Authority, for which he resigned at the request of the PM Pavel Filip.  

Fly One was registered last year. One of the founders of this company is Maria Cebotari, wife of the current Minister of Justice Vladimir Cebotari and his sister, Mariana Tabuica is the new executive director. The Minister confirmed that his family started a new business and it's just a way to earn a living. "Just like any citizen of this country, I cope with problems", argued the official. He gets a monthly income estimated at 16,000 lei at the Ministry.  

Also, the investigation on portal Anticoruptie.md  wrote that Mircea Maleca hid behind his  former father-in-law from Leova, a fact that was denied by the former director of CAA. This is confirmed in a letter that had been signed by Mihai Balan, director of the Service of Information and Security (ISS),  that came into possession of Anticoruptie.md portal. Though the authenticity of the letter was not confirmed, heads from SIS claimed in an official reply that the administration of the Civil Aviation Authority abuses of power by promoting private interests in civil aviation, which would be contrary to state interests. On the other hand, in the official launch of the airline Fly One SRL, general director denied that the potential of the State Enterprise Air Moldova  is undermined by this company. "There has not been any influence ", said Nicu Berla in late May.  

Mircea Maleca was head of Air Moldova Company during July 2013 - August 2015, before he served as financial director of this institution. In August last year, he resigned from his post for personal reasons. Mircea Maleca and Vladimir Cebotari were colleagues at Air Moldova State Enterprise and the current Minister was director of the Legal Department of this enterprise between 2006-2011. Cebotari served as head of the Civil Aviation Authority from December 2011 to June 2013.
