The European Union has extended until April 2026 the restrictive measures against individuals responsible for actions aimed at “destabilizing, undermining, or threatening the sovereignty and independence of the Republic of Moldova.” The list of sanctioned individuals includes former Democratic Party leader Vladimir Plahotniuc, fugitive Ilan Shor, and the Governor of Gagauzia, Evghenia Guțul.

The EU Delegation to the Republic of Moldova stated that individuals included on the list are subject to a travel ban and transit restrictions within EU member states. Additionally,

“Those listed under the EU sanctions regime are subject to asset freezes, and it is prohibited to make funds or economic resources available to them, directly or indirectly.”

Through this decision, the European Council reaffirmed its commitment to support the Republic of Moldova in addressing the challenges it faces as a result of Russia’s aggression against Ukraine and to strengthen the country’s resilience, security, and stability in the face of destabilizing activities by Russia and its proxies.

The EU’s restrictive measures were first introduced in April 2023, at the request of the Republic of Moldova, targeting individuals responsible for supporting or implementing actions that undermine or threaten the country’s sovereignty and independence.
