Iurie Ciocan, member of CEC: „The propaganda, initiated by parties that nominated candidates for presidential elections, is not illegal”
The propaganda, initiated by parties that nominated candidates for presidential elections, is not illegal and should not create uproar in society. This statement was made by the member of CEC Iurie Ciocan in a public discussion, part of a campaign of presidential elections monitoring, organized by the Center for Investigative Journalism, Ziarul de Garda, Center for Analysis and Prevention of Corruption, in partnership with Freedom House.
"The rules for presidential elections are different from previous parliamentary elections. In parliamentary elections, the party or the candidate can start immediately the electoral campaign after registration. In presidential elections- the candidate collected the signatures and then is registered. When this stage end- the last requests for registration can be filed on September 29, the electoral campaign starts on the next day. Then, the electoral campaigns tarts for everyone. The fact that today we already have two candidates registered, does not mean they can start the campaign", said Iurie Ciocan.
Member of the CEC believes that political parties are entitled to be visible and to conduct propaganda. "From my point of view, political party is a state institution, an important institution for a democratic society. Political parties are required to declare their financial sources and show the expenditures. Some people believe this is propaganda. The fact that we now have a party billboard in the country or city should not create trouble. We, as a society, must address the following questions: source of funding and how money is spent, if there is call for hatred or exhortation. If all the rules are respected, we should not make a fuss of it", said Iurie Ciocan.
According to him, in the period of campaign, September 30 to October 28, the rules related to the candidate's appearance in the media space, as well as the parties' activity will be strict. For example, if they designated a candidate, the factions will not carry out propaganda activity.
Yet, CEC registered 2 candidates: Democrats’ candidate Marian Lupu and Liberals’ candidate Mihai Ghimpu.
