The former chief of police, Maxim Ciubaciuc, has secured a retrial of the dispute with the former head of MoldATSA, Sorin Stati. The Chisinau Court of Appeal overturned two decisions of the Chisinau Court,  Centeral office, so the trial of the case will be restarted from scratch in the court of first instance. The defense of honor and dignity is based on the statements of Stati, who revealed that during the democratic government, Ciubaciuc would have directed, together with his godfather, the former deputy head of the IGP, Gheorghe Cavcaliuc, several smuggling schemes. Gheorghe Cavcaliuc brought a similar action to court, denying the information. The Anticoruptie.md portal debunked the fact that, although he founded several companies in the old Albion, Cavcaliuc does not appear as a director in any of them, because he preferred to pass them on to the management of other people from his entourage. This happened after he was mentioned in the list of sanctions of the Council of Europe in May 2023.

The former director of the state company MoldAtsa, Sorin Stati, accused Ciubaciuc of being involved in smuggling schemes with cigarettes, alcohol, anabolics, and amber. Ciubaciuc rejected the accusations. "In recent weeks, several serious and derogatory allegations have been made in the media against me and the team of professional officers that I have the honor to lead, by some characters, who allege that they are directed from the shadows by certain actors and criminal elements, to whom I am uncomfortable through my professional activity," Ciubaciuc wrote on his Facebook page at the time.

In September 2021, Maxim Ciubaciuc resigned from the position of head of the Anti-Smuggling Section within the Directorate of Complex Investigations of the National Investigation Inspectorate (INI) of the IGP.
