Activity of Fly One and Mircea Maleca’s conflict of interests that were revealed by Anticoruptie.md, in the attention of the National Anticorruption Center

Employees of the National Anti-Corruption Center (NAC) took action after Anticoruptie.md portal revealed in an investigation that Mircea Maleca, ex-director of the Civil Aviation Authority (CAA) is the real business partner of family of Justice Minister, Vladimir Cebotari, in the new airline Fly One. Officers of NAC requested the National Integrity Commission to tell its view whether the former head of CAA admitted a conflict of interest, which is why; he has recently resigned at the request of Prime Minister Pavel Filip.

"We investigate the whole activity of Fly One as the main reason is the conflict of interest  that was admitted by Mircea Maleca", said Angela Starinschi, spokeswoman at NAC.

Representatives of the Center addressed the statement after the investigation from Anticoruptie.md  showed that Mircea Maleca hid behind his  former father-in-law from Leova, a fact that was denied by the former director of CAA. This is confirmed in a letter that had been signed by Mihai Balan, director of the Service of Information and Security (ISS), that came into possession of Anticoruptie.md portal. Though the authenticity of the letter was not confirmed, heads from SIS claimed in an official reply that the administration of the Civil Aviation Authority abuses of power by promoting private interests in civil aviation, which would be contrary to state interests. On the other hand, in the official launch of the airline Fly One SRL, general director denied that the potential of the State Enterprise Air Moldova would be undermined by this company. "There have not been any influence ", said Nicu Berla in late May.  

Ministry: "Any authorization of regular flights presented by Fly One is susceptible to void"

On June 8, Iurie Chirinciuc, Minister of Transport and Road Infrastructure sent to the State Enterprise Moldatsa a statement running that Fly One does not have any regular flights. "Accordingly, any authorization of regular flights according to RAC-AZ section B, invoked or presented by Fly One company is susceptible to void. Considering the above, we request to inform the ministry about possible appeals of the airline to require air navigation services for regular flights", reads the statement signed by Iurie Chirinciuc.

"We want to check the legality of authorizations. I requested Moldatsa to send the entire package of documents", said Minister of Transport and Roads Infrastructure in a phone call.

On the website Fly One, representatives of the company announced that as of April 2016, the company operates charter flights to Antalya, Heraklion, Rhodes, and regular flights to new destinations in Europe and Russia - Verona, Parma, London , Dublin, Lisbon, Barcelona, Moscow, St. Petersburg, Voronej as of June. Meanwhile, on 23 June, the company officially launched the first regular flight to Parma, Italy. On this occasion, Fly One organized a trip for 14 journalists.

The company was registered last year. One of the founders of this company is Maria Cebotari, wife of the current Minister of Justice Vladimir Cebotari and his sister, Mariana Tabuica is the new executive director. The Minister confirmed that his family started a new business and it's just a way to earn a living. "Just like any citizen of this country, I cope with problems", argued the official who gets a monthly income estimated at 16,000 lei at the Ministry.

Mircea Maleca was head of Air Moldova Company during July 2013 - August 2015, before he served as financial director of this institution. In August last year, he resigned from his post for personal reasons. Mircea Maleca and Vladimir Cebotari were colleagues at Air Moldova State Enterprise and the current Minister was director of the Legal Department of this enterprise between 2006-2011. Cebotari served as head of the Civil Aviation Authority from December 2011 to June 2013.
