The councilor from the Hîncești District Council, Ivan Ududovici, risks being deprived of the right to exercise a public position and public dignity, including the mandate of a councillor, for a period of 3 years. All of this comes after the National Integrity Authority (ANI) established that the official obtained an unjustified fortune in the amount of 1,274,846.91 lei in 2022. The finding of the integrity inspectors comes after the Anticorruptie.md portal uncovered the official's undeclared businesses. Anticorruptie.md journalists have identified obvious discrepancies between the modest incomes declared and the millions of businesses they manage.

The control was initiated by ANI after receiving, in May 2023, a notification according to which "on 21.12.2020, the wife of Mr. Ivan Ududodovici purchased a house for which she paid the sum of 1,554,135.00 lei (the value of the property), 7,771.00 lei-notary fee and 2,700.00 lei payment for notary assistance. According to the data from the annual declaration of wealth and personal interests for the year 2022, Ivan Udodovici together with his family members obtained income in the amount of 470,194.34 lei and incurred expenses in the amount of 157,750.00 Euro (apartment and 2 garages) and 200,000.00 lei for the house. The income obtained during the period of obtaining the quality of the subject of the rental is not sufficient for the purchase of the house. Thus, there is a substantial difference between the wealth and the income obtained in the same period".

After the checks carried out and considering the circumstances, including the information accumulated in the control file, which fails to dispel reasonable doubt regarding the disparity between the incomes obtained, the expenses incurred, and the assets held, the integrity inspector concludes that a significant difference exists between the income earned, expenses incurred, and wealth acquired by Mr. Ivan Ududovici and his family members.

Specifically, the integrity inspector has confirmed the improper declaration of wealth and personal interests. For instance, in the declaration for the year 2022, essential sections are missing concerning the following immovable assets: land for construction, an accessory construction, and several agricultural lands. Additionally, the official did not include the Volkswagen-Touareg model car, manufactured in 2005, owned by Ududovici as a possession or loaned in the same statement.

Ududovici's representative, who provided explanations to ANI, mentioned that "these assets were erroneously omitted from the declaration dated 30.03.2023, and the omission was unintentional."

"Considering that all established sources of income were taken into account during the control of wealth and personal interests, such as those declared by Mr. Ivan UDUDOVICI himself in his declarations of wealth and personal interests, the income sources indicated in the tax liability verification sheets of the State Fiscal Service, and the fact that the subject of the control stated that he did not receive any other incomes besides those declared in the submitted declarations of wealth and personal interests and failed to provide justifications regarding the financial availabilities that account for the difference between his income and expenses for the same period, the integrity inspector concludes that the possession of the wealth identified during the control, as a substantial difference, is unjustified," states the ANI finding document.

The integrity inspector will submit the case to the court for examination in order to order the confiscation of unjustified assets in the amount of the substantial difference found.

Upon the date of the definitive and irrevocable court decision confirming the existence of unjustified wealth or from the date of the final determination of the act of ascertainment, the councilor's mandate will be terminated.

He will be deprived of the right to exercise a public position and public dignity, including the councilor mandate, for a period of 3 years, with registration in the State Register of persons who are prohibited from holding certain positions.

The finding is not final, the person concerned has the right to appeal in higher courts.
